I agree Bee, there is no way I would do this. Way too extreme for me.

There is no way on earth I would do this. And just what the heck would keep the thief from getting one too? Then it would be one chips information against another's. Nope, I stop short of surgery. There are other ways of dealing with these SOB's. Stiffer penalties would be a very good start.
