I'm curious, listmaker, after reading your comment below:

Biology not being a respector of licenses, what happens in your perfect world to those children conceived without a license?

Surely you don't think the lack of a license is going to prevent folks from having sex?

Another half-baked idea. Let me guess: you think these up on the crapper?... To add to the comments made by other intelligent 18-year-old english-speaking tax-paying people here: what if I would be so lucky to obtain a license to breed, and then can't produce? Stupid people shouldn't breed, but what if smart people can't? What if I get a license, but my husband doesn't? When and where do I have to produce this document for inspection? Me thinks this plan is destined for as much success as teaching abstinence in school... it ain't gonna happen! Oh wait... after re-reading the original idea, it seems to me like you're trying to kill several birds with one stone: unmarried sex/children out of wedlock (hey! you said it first!), gay couples with kids, and - shame on you - adopting a stupid child?

this seems too cruel and controlling. Where do we get the idea that someone who has a higher income, may be a bit brain smarter will automatically make a better parent? I have got to admit yes, there are people out there who should not have kids for many reasons. but i resent that just because someone may have less money coming in and they may not be as educated that makes them worse parents that someone who is well to do.

. . . most adults I've come across can't communicate verbally, much less do so in writing, above an eighth-grade level. And even those who are book smart can still be moronic beyond belief. And if restrictions are placed on those who have done something illegal before, why should they follow THESE laws if they've broken other laws already? And what's to be done if an unlicensed woman becomes pregnant? What is to be done then? Abort the baby or something? As much as most people would want to say stupid people shouldn't breed, that's just not practical.

This is an awful and abhorrent idea that seems to assume the worst in human nature (Tell me, list creator, are you a hardcore liberal?). Anyone should be able to have a child whenver they darn well please, and the government should have absoultely nothing to do with it. If abortion is a woman's right, then shouldn't having a child be a man/woman's right as well? Sure, a 14 year old having a baby from a night-stand may not be the most ideal of situations, but it was her OWN decision. What's next--the lovemaking patrol? Give me a break!

My best idea to date. If it weren't for that damn Bill of Rights and my lack of status as National Dictator this one would have been in effect a long time ago. To have a child you must obtain a government license. To qualify for the license you must satisfy the following criteria - 1. Parents must be 18 or older 2. 1 Parent must read and write English at no less than a 10th Grade level 3. Neither parent has had a felony conviction during the past 5 years 4. Neither parent has had a narcotics-related conviction during the past 7 years 5. 1 Parent must produce tax returns for two consecutive years showing an income no less than 5% above the poverty line
