That means the First of England and the Sixth of Scotland. He acted like he was king of Great Britain but it was resented. He was King of Scotland when Elizabeth I died and he came to London with a horde of poor, hungry Socts retainers, who fell on the English plenty as would a horde of locusts.
All in all, he was a passable king and the first of the Stuart Dynasty.
