I'm not sure this can properly be called a scandal.

A rush to judgement, unquestionably, regardless of your opinion of the veracity of their conclusions.

the impression i have is that they wanted the issue resolved as soon as possible so that the nation could go on with its business. the report may have major flaws, but i don't believe that is because of sinister motives.

The Warren Commission is regarded largely as a massive whitewash of the events surrounding the JFK assassination. Most in the establishment, especially in the media, embraced this publicly, claiming that the case was closed, when its obvious to anyone that the commission left major questions unanswered. The major issue seems to revolve around the lone assassin theory. The probable cause of Kennedy's murder lays in the CIA and other discontented right-wing groups. Multiple witnesses claimed that they heard more than one shot coming from the grassy knoll; however most of these witnesses were told by the FBI and other groups that what they heard wasn't gunfire and to testify likewise. It is also kind of difficult to buy into the magic bullets theory pushed forward by an ambitious prosecutor for the commission, Arlen Spector, stating that a bullet fired from Oswalds rifle came from the Texas Book Depository, curved around the tree obstructing the parade route and hit multiple people. Kennedy was probably hit more multiple times; the Zapruder film shows that he ducked back after being hit 3 times, the last time being the lethal shot in the head. There's no way that Oswald could have been such a good shot with the type of rifle that he had. The evidence points to a coverup--probably having to do with the Mafia and right wing anti-communists, some associated with the anti- Fidel Castro exile community in Miami. As for Lee Harvey Oswald, he probably indeed was a patsy like he claimed. The bottom line is that many people wanted Kennedy dead--his administration did step on plenty of toes, from the CIA, whose power he sought to curb, especially after the Bay of Pigs to the right-wing, who saw him as an appeaser to the Soviets on everything from Vietnam to nuclear proliferation matters. Obviously there's not enough space here to go through a specific rebuttal point by point of the Warren Commission, but it's fair to say that there's more to the assassination than was let on. Many don't stand up for fear of being painted as a conspiracy theorist. However, in this case, the evidence points overwhelmingly to a deeper plot--nobody really know the full extent of the web that was weaved there.
