Passing on on-ramps is a good way to get someone killed. There is no good reason for this at all. You will be on the free way soon enough. Passing on the shoulder is less dangerous, but is extremely rude. For real emergencies, it is what you have to do, but for the most part, it's just being inconsiderate. In all likelihood, their destination is not more important than mine.
