I never heard of him and he looks too much like Fats Domino, who I don't know either, so I say No . Say no to drugs and say no to Billy. Sorry Billy! Sure, you say he stuttered, so obviously he is a major influence of Roger Daltry and Randy Bachman. But is that really enough to be an 'influence'. Maybe heroin should be in the Hall of Fame too. It influenced a few rockers. No, that's not enough reson to be in. Besides Randy Bachman is Canadian, and that's been covered in another review.
