Lyndon Johnson has to be rated a leader of great moral authority because of his social legislative legacy including civil rights' war on poverty, healthcare, education and the environment. No other president comes close in these areas.

Splitting the difference. Great on civil rights issues and poverty. Poor with regard to the Gulf of Tonkin incident and the escalation of the war in Viet Nam.
