The game would be over before you know it. Attendance would drop if the games wrapped up too soon. Players would hate it because it would allow owners to schedule more double headers.

Little leagues can still play 7. Lowering the number of innings would ruin the history of the game. Does anybody really want to see a perfect game that lasts just 21 batters?

There is a mathematical perfection to nine innings, in which each spot in the roster is guaranteeed coming up three times. With seven innings, you will dramatically change the role of closers and make games much lower scoring and more defensive. Hardly likely to boost the perceived "decline" in popularity.
