Kennesaw Mountain Landis and the people who followed him as the Commissioner were (relatively) independent parties. Bud (Steroids-on-my-watch) Selig is an owner. He is too invested in the business side to uphold the integrity of the game. The only reason he has acted now with the heightened steroids penalties is because Congress is breathing down his neck. Aside from that, as long as the turnstiles keep clicking, the players/game could go in any direction and he would not give a hoot. Bart Giamatti, oh how we miss ye!
