A minimum payroll is just as dumb an idea as a maximum payroll. Players aren't slaves, they agree to their contracts. No own forces them to work for what they are paid. Owners should have the right to spend as much or as little as they want to field a team. If they want to field a team on the cheap, they should. Anyway. many mainstream economists (aka not Marxist economists) agree that minimum wages laws in general are a bad things because they prevent wages from reacting naturally to market forces of supply and demand. They also drive up unemployment by preventing employers of unskilled and semi-skilled workers from hiring to the most efficient level, and thereby leaving large numbers of unskilled workers unable to find work, because employers cannot afford to pay them. My I suggest Thomas Sowell's book, "Basic Economics".

I think a minimum payroll is definitely needed in baseball. Its not right that the owner of the D-Rays uses only revenue sharing income to pay for his team, and then pockets all of the ticket sales and endorsement money. If a person or group wants to own a team, then they should be expected to pay their players are certain amount to encourage better competition among teams.
