Tony Blair is a man of average intelligence, camouflaged by a quick wit and photographic memory (far more important qualities for a politician-you can always find plenty of eggheads to write speeches and work out policies for you). Blair is undoubtedly the greatest professional actor/public speaker of his generation. Bad judgement, however, (especially Iraq) has wrecked his reputation.

Close to arc light. Articulate, principled, forward-looking, thick-skinned guy who has embraced the correct (finally!) US fight against islamofascist terror. Unheard of in the US for a liberal, no wonder only American republicans support him, though I suspect he has more support in his own country than we Americans are led to believe.
