Guns and ammo are pretty complimentary. Sure, you could be an action hero, and use the butt of the gun to hit a bad guy but you really need bullets for your rifle, water for your 'super-soaker' and darts for your dart gun.

A gun is absolutely useless unloaded. You might as well have a baseball bat if you have an unloaded gun. A bat is also cheaper.
