I don't think any quote of Orwell's demonstrates more clearly his grasp on reality. As someone who suffered several crises of ideology during his life, Orwell developed a pragmatism that while cynical was deeply rooted in the observations of the politics of the time, and his disgust with ideologues and zealots.

In this passage, Orwell seems to be stating that sitting back and doing nothing in the face of evil is perhaps the most despicable choice of all. In this instance, Orwell displays that he is clearly neither a pacifist nor gung-ho interventionist...he's a realist, plain and simple.
