Yes, this is one of the things that makes the US the greatest nation on earth. Now, someone go tell Bush about it (reference southern border).

Rule of Law is very important, but it doesn't seem in any way unique to America. Together with political stability, an industrial/service economy, appointment/promotion by merit, a functional banking system, widespread indoor plumbing, etc..., it is one of the characteristics associated with modern/first-world states as opposed to developing/third-world states.
