This is widely used in Australia both for the Federal House and the State legislative bodies. It is a form of the Hare System of proportional representation with a single transferable vote, but used in a single member district. The voter marks preferences on the ballot list and if no candidate gets a majority of first preferences, the low candidate is dropped and that candidate's second preferences are distributed and the process continues until a candidate gets a majority. I believe I read that San Francisco is using this method for its local elections. That figures. It is super complicated.
