Lots of areas still use this for elections from Congress to dog catcher. It guess it is ok, but has its drawbacks.

I was informed about an interesting variation on this at the Orange County Fair a couple years ago. It was in a pamphlet at the information booth for the Green Party no less. The Green Party's idea was simple and made complete sense. On each ballot you vote for two candidates for the same office(s) when you vote. You first vote for an office is tallied in the general election. If a candidate wins that office, there is no further action taken. However, in the event that there is no one candidate who garners enough votes, the ballots are recalculated-recounted. This time, if your first vote was not for one of the two candidates currently in the run-off, your second vote for that office is counted. The end result of this procedure? Millions of dollars are saved by the government for run-off elections because all the votes are logged during the initial election.
