I blow hot and cold on this system. In Israel, for instance, it leads to lots of splinter parties in parliament. The Germans make a good rule that if a party doesn't get at least five percent of the vote, it doesn't win a seat in parliament.

Many states use this system that essentially uses the percentage of the vote cast to determine the number of seats in parliament.

In a 100 seat parliament, for instance, if one party won 43%, it won 43 seats. If a second part won 34%, it won 34 seats. The remaining 23 seats in that parliament would be divided among the rest of the parties.
