This was formerly wide spread in colonial assemblies where part is elected by popular vote and part by function. A function could be all the merchants, or the clergy, or the doctors, or the farmers. Hong Kong has some functional representation to this very day. (Add picture)

This could be good or bad. For instance, and in one permutation, if the area has 33% chartreuse people, then 33% of the people would be chartreuse and if the electorate did not elect 33% chartreuse, then the governing body would assign extra chartreuse members up to 33%. In more mundane situations, the various groups in the country are assigned representation. For instance, farmers get so many seats, merchants get so many, I suppose drunks get their share and so on.
