I'm positive Giuliani was a great mayor; however, as a person, he is a major jerk! When he signed copies of his book "Leadership" at a Borders bookstore in my native Chicago some years back, he spoke with and smiled with anyone who was either female or above 65-years-of-age, while maintaining his silence and indifference with yours truly--a young man who actually waited more than two hours to get his John Hancock and buy his pathetic book, which I should be auctioning on eBay.Because personality is EVERYTHING (especially for an elected official), he only gets one star from me, 9/11 or not!

Best mator city ever had. Prior to Giuliani, crime was rampant and the city was dangerous.

The Mayor Giuliani who administered city government pre-9/11 was not the same man who emerged after that tragedy. I'll give him credit for his performance after the WTC attacks.. it was impressive. Before that day, however, he was a lackluster administrator with a massive ego, poor judgement, and just about the worst people skills I've ever seen in a big city mayor. I'll give him an extra star for his post-9/11 performance.. and that's being kind.

Guliani held the city and the Nation together during the 911 tragedy. He cleaned up the city prior to that. Crime was down and under Bloomburg it actually has started to go up again.

His indescreet personal life makes Clinton look like a Boy Scout. He married his first cousin for crumbs sake. Now he won't condemn A. Coulter for her viscious attacks on some 911 widows.
