08/31/2007 | Tough call. For competence he's probably at least a four. For political acumen and electoral skills, he's pushing 5. For ethics and honesty, he's stretching to make 2.
It comes down to whether Chicago was a better place when he left it, than when he found it. And that's a tough call too, for in some ways it was, and in others it was worse.
I'll have to go with 3 here.
