Theoretically speaking, the song is about a man who shot a sheriff because he was always being picked on for planting seeds (every time i plant a seed he said kill it before it grows). But Marley is a Jamaican native. In Jamaica, you may have marijuana growing in your backyard, but you must not smoke it. The police like to interrogate people for it and builders like to make a profit. And therefore some police would threaten them with jailtime if they didnt pay them. So is the song really about drugs? No. Its about police corruption and taking matters into your own hands.
