I lived in Westchester back in the early 90's and I wish I had known this. Can you imagine how cheap the rent would have been split 120 ways?

Who wrote this law? Harvey Fierstein? And since when were there ONE HUNDRED AND TWENTY people in one house? That giant tenement at the beginning of Gangs of New York?
