Meaning three things to scare the nativist Bill the Butcher types and alarm the proto-fundies with- the first two refer to the heavy drinking and the Catholicism associated with Irish immigrants, which was feared to some degree, the second refers to Copperheads and other Democrats who had Southern sympathies during the Civil War, including many members of the aforementioned ethnic group.
