Charley Finlay, not exactly a monumental figure for good in baseball history called this guy the "village idiot" Pretty apt description.

I think both owners and players would have preferred Commisioner Gordon from the Batman TV show over this guy, probably the most despised of all of the commisioners by both sides, as he made some decisions that didn't really even make any sense, and wasn't exactly possessed of a scintillating personality to begin with.
