Carter's a bright guy who was a weak president. . .and yes, there's something quite dubya-esque about this quote.

I suspect we will hear something along these lines about Iraq when all is done. Western military adventures in the Middle-East always seem to end in 'incomplete successes', going back to the Crusades.
