Alexis Drazen (Season 1) 4

Alexis Drazen was the more suave of the two Drazen brothers from the first season. He infiltrated Palmer's campaign by sleeping with one of his campaign workers, and wasn't afraid to kill a whole bunch of people. He was the perfect "playboy" villain, right down to letting the woman be his downfall.
