At first I was annoyed because it seemed like a clone from the bounty hunter character in the last episode of the series. But here you have a true believing villain with complex views of good and evil up against a cynical dark hero. The hero's weapon is of course the hypocrisy of the empire which when revealed to the true believing agent, the latter is forced to good by principle - a very unusual theme in Joss Wheldon's anti-Trek world.
