I'd just assume toss the feds under the bus right along with the locals. Nobody stepped up to get the job done right, so why should I call a turd anything but? :)

President Bush is not responsible.

It was a bureaucratic mess. Indeed, the Feds should have intervened faster when the ineptitude and ineffective local and state governments showed incompetence. I hope some lessons have been learned from this so that future similar events may be better approached and taken care of.

FEMA has to take (and deserves) a lot of heat for Katrina but the state of LA and the city of New Orleans must be held accountable for errors in judgement and planning also.

The blame lies on many heads for this one,but since Bush is always willing to take credit for any good thing that happens on his watch,he should also take some responsibility when things go so horribly wrong. How the hell can he claim our country is "secure" with emergency response slower than it was 50 years ago? What did they spend all the funding on?Why is some incompetant buddy of his in charge of something so crucial?

It was a local, state, AND federal responsibility and the response was a disaster by all three.

Well I somewhat agree that the feds are not supposed to be the first responders, and that most of the blame lies with the state and local governments.

That being said, Bush played this disaster with the same aplomb as a Bach organist wearing mittens.

The federal government was slow to respond but you can't blame the president for every little thing that goes wrong. He is only one person and regardless of who he is or what party he is, this was fema that failed this time.

It was, but that is not a defense of the administration who failed, for their part, to prepare for such a monumental disaster in the making. How on earth the mayor of New Orleans, who had lived his whole life there, could have been caught asleep, making one idiotic decision after another, unlike Bush, who simply appointed an incompetent to the FEMA post, is another question.

I believe the outcry regarding Katrina was fueled by a wierd reverse racism, which manifests itself in America from time to time, and is fanned to bonfire status by our liberal press, who see their role in it as imposing a uniquely-crafted conscience on the unwitting masses.

The unfortunate result of the dopey criticism will be a reduction of responsibility at the local political level in favor of greater dependence throughout the towns, villages and cities of America on federal intervention. But, again, not a legitimate defense of the administration.

So where does the buck stop again? It's like, the middle, right?

Partially true, but the federal government could have done a better job in coordinating the relief effort.
