05/22/2006 | As far as I know, my county has yet to enforce such a rule. The county just north of here, has this system now and is always under question for "abuse of power" issues. The quota system is good, as long as it's not taken too far. Police discretion is completely kicked aside in most cases, if the officer is below his quota for the month. They usually wait until the end of the month, and the wrangle in 20 speeders during the last week, who were probably only doing 5 over the limit. If this officer would have been catching serious problems during the first 3 weeks of the month, the abuse of power issues would never really be an issue for the county to deal with.
As tracy said; most places are like this, but some are definitely worse about it than others.
