He'd probably tie an ape in a beauty contest because they look alike, then lose on the technicality that his skin is rougher than the ape's. Supposedly Robert de Niro based the character of Rupert Pupkin on Belzer, which makes sense given that both are oddballs with a sinister streak. Belzer deserves enormous credit for making a career in film out of that face.
