This is a big Libertarian think-tank in DC, the largest and best-funded of the bunch. Founded by Ed Crane, a San Francisco millionaire. While they mostly stick to providing anti-government propaganda for the GOP, they also do some interesting work now and then. They opposed the Iraq war (just about the only think-tank, liberal or conservative, to do so...) so the boys at Cato deserve at least 3 stars for having more courage and brains on this issue than the other think tanks zombies.
