With Ridge and CastleBee on this one. Too much power seeking would lead to a dull RIA. Empty bogus experience is right.

Having this would be kinda cool.

VirileVagabond said it very well I think; might be interesting but, might become another way for people to seek a sense of power by trying to control the situation. Could become bogus fairly fast.

After reading the other comments, I have to say that showing the top weblists based on votes should be a low priority (if added at all). The idea sounds good in theory, but I'm personally more interested in those weblists getting the most action currently. This group usually consists of newer lists and rediscovered existing lists. A system based on ratings would most assuredly suffer from inertia and bad faith votes. If not already an option, perhaps the ability to sort lists by rating within a category would suffice.

I'm a big fan of the community having a major say in deciding which content is high quality. RIA has started to use the Weblist rating to determine airplay - for example, on the tag output page, weblists are ordered by Weblist rating. I think that there are more opportunities to leverage Weblist rating, even if it's just by providing a sort by rating option on the index pages.

Why bother? My trolls would just rate all my stuff with ones more often so I wouldn't have a top weblist.

On the home page of Rateitall, in addition to listing the top Weblists that people are currently visiting, it should list the weblists that people voted very highly for - it would require a minimum amount of votes, so there couldn't be a weblist with 1 5-star vote listed as on of the top weblists. I'd say there would have to be a minimum of 20 votes.
