Parkways are intended to refer to roads having a park-like landscape on both sides. While they may be surrounded by lines of trees, parkways typically aren't in a wooded recreational park.

Some parkways are actually far away from being park-like in their ambiance, which can add an extra degree to the misnomer.

I have found they are handly places to park your vehicle during the usual traffic jams.

It's a wide landscaped road usually lined with trees and divided by a median strip so I can understand calling it a parkway, although I suppose it's a slight misnomer.
