I suppose both candidates have discovered that it cuts both ways, namely helping with the Hispanic vote but hurting with the white voters. Nevertheless, such a policy is essentially equivalent to tax penalty free periods to get taxpayers to pay back taxes without getting hit. Of course the flip side is always a crackdown after the period has lapsed, so in this case it would mean more security at the borders for those trying to get in illegally now.

Bush's policies will allow millions of illegal Mexican immigrants to stay in the US and take advantage of government programs such as welfare and social security. There are at least a few republicans who say they won't vote for him because of this. Bush also permits trucks from Mexico to roam US territory freely.
