If someone tails me on the highway I just pull over and let them by. This is very annoying and frightening.

"Run away! Run away!" This one scares the sh** out of me! The 2 second gap can equate to one car length for every 10 mph! So if you are going 70mph on the highway, there should be 7 car lengths between you and the person in front of you! The other thing to consider here is this same habit at night can blind the person in front of you which may cause them to wreck. Which, you will wreck too because you aren't leaving enough room to be able to stop!
