Improve Archiving Of Topical Lists 5

Though this improvement would only apply to select lists, more archiving of lists is definitely needed where and when appropriate. The classic example is a list of NFL teams. Is the list for NFL teams in general or a team for a specific season? If the latter, a comment from 2003 doesn't have a lot of relevance for the 2006 season and only serves to cause item inertia, resulting in a meaningless ranking. It seems to me that the solution is for RIA or a weblist creator to have the option to input a date after which the list is frozen to additional reviews (though helpful/unhelpful votes would still be accepted). The party managing the list could still unfreeze if desirable, but the best option is to simply create a new list for the next year, season, etc.
