Flanagan won the Cy Young award in '79, and had won 19 games the year before that. In some years, he was merely pretty good or ok,with some bad years too, though certainly an above average pitcher in terms of career length. One thing that made the Orioles such a consistent contender for all those years was that they had an uncanny knack for getting 20 win seasons out of pitchers, and not just the Palmers and Cuellars and McNallys of the 60's and first half of the 70's- guys like Wayne Garland and Mike Boddicker and Steve Stone, who ranged from pedestrian to pretty good to above average but not great hurlers did it too. Before and after their time there they were often pumpkins or run of the mill pitchers, when they got to Baltimore they blossomed- a testament to the intelligence of their system from the scouts to the pitching coach to Weaver himself. It seemed like you could count on at least one Oriole notching a 20 win season nearly every year for a long time. Now that's baseball brilliance.
