I feel the same way about this as I do in any public place. I try not to talk on my cell phone unless I have to in the first place. If I do feel a need to have to talk to someone, I take it outside. Quite frankly, I don't think people really want to listen to other people's conversations, anyway. Some people talk as loud and boisterous as they can on their cell phones in public places. I can't say this applies all the time, but I think a good share of it is showing off.

Book stores aren't libraries. In fact the staff are instructed to remind the patrons of that fact on a regular basis.

Like any other retail store a bookstore's goal is for you to buy the products and not lounge around all day, but pretty much all have seating and coffee and it is expected that some customers will sit and read. When your phone jingles and it's going to be an extended conversation, stepping outside would be a courteous move to your fellow loungers.

Same answer, for the same reason, as "In a museum".
