Of course war dims hope for peace. But paradoxically war also makes a lot of people see that violence, brutalities, and aimless killing is beneath contempt, and truly unecessary at times. War is a result of political failure, failure to reach agreement, failure to be able to rationally discuss ones differences and to calmly assess a situation. One of mankind's defects is war.
Problem is, there are many people who are attracted to the supposed "glories" of warfare. Our trooops in Iraq are in a hell of situation: they're dealing with an insurgency, a guerrilla war with no demarcated lines. You don't know if that person approaching the checkpoint you're manning is a friend or foe. Sometimes, if you're indeed ambushed, you might come out lucky and survive. Some don't, but a lot of others come out with major injuries that they'll have to deal with for the rest of their lives. Go to a VA hospital and see some of the people there for yourself. That alone would make any leader try to make peace before sending men to war.
I don't blame former British Prime Minister Neville Chamberlain for trying to avoid war with Nazi Germany in the late 1930's, for instance. The mistake he and the Allies made was not planning for war, while planning for peace. Peace requires readiness. The deterrent factor is always essential in maintaining the peace, for there are a few actors out there that do not have the best intentions. That is yet another paradox, but in life, you've got to show your strength in order to protect yourself and the peace. I am hardly a pacifist, war is necessary at times, but it can sure be much rarer than it is today. The goal should always be to prevent the blind mass slaughter that war brings about. Any responsible leader would try to avoid war at all costs.
