Dark circles under the eyes are not a social condition. Here are the primary causes for dark circles:
1. Nasal congestion 2. Eyelids swelling during sleep 3. Atopic eczema 4. Genetics (runs in the family, enzyme deficiency) 5. Aging 6. Allergies (Hay Fever, Dust Mite and Mold allergies) 7. Dehydration 8. Stress 9. Sleep disorders

some people have natural dark circles under their eyes. would not be fair to assume they were on an all night bender. i tend to have dark circles under my eyes and I do not drink and I am awful at those party scenes. some people may have dark circles due to fatigue, or maybe do not feel well.

There are other reasons for that to happen too: allergies, insomnia, or a fight with the wife.

Nah, could be insomnia types like me...

Perhaps the dark circles under one's eyes can be hereditary, or maybe they have a health problem.

Some people have serious illnesses that make them look that way, or it could simply be part of one's natural looks. It's a terrible assumption to make. One has to walk a mile in one's shoes before pointing fingers.

Not accurate. I can speak from experience that many of them are burning the midnight oil with graduate and professional school studies.

I have dark circles, and it's not from parting all the time. Just alot of sleepless nights.

I'm starting to get those and I haven't "partied" in years. Maybe it means that person is not partying enough.
