If it's a true debate then yes, it would irritate me. But if one can see it's only going to lead to an argument, then say whatever and go on to something else, because they aren't going to listen anyway.

depends on the reason for "whatever" as Enkidu said some blowhards just will not shut up. they think they are right and would not consider hearing another side. I find myself thinking yeah, yeah, whatever. then whatever can be rude if they act as if this person is not worth their time. it can be annoying to hear, but sometimes I want to use it myself.

I use this when someone is particularly tiresome, and just won't shut up. It's all in getting the tone of voice exactly right.

For truly asinine conversations, "whatever" can be an acceptable (and possibly the least offensive thing) to say.
