Baltimore and DC are the two cities I know best, and I have lived in both. While the traffic in Baltimore isn't necessarily better in all parts, the drivers are a bit more polite and courteous.

I do not think Baltimore is bad at all. The times I have been there, drivers for the most part have been courteous.

Seemed pretty relaxed, the last time I was there ten years ago.
