Struggled to preserve her state and her throne in an untenable, and ultimately impossible position.

I'm not sure that Elizabeth 1 or Catherine the Great would have done any better, or even as well, but its hard to go above 2 stars for failure.

Did the best she could with a very bad situation, I suppose, but her efforts were pretty much doomed to failure. The writing was on the wall as they say.
