Stephen Harper (2006 - ) 2

Has successfully kept a minority government in power, although a good part of that has been due to the splintered and generally inept opposition parties.

Policy making seems a little unfocussed, perhaps due to his tenuous hold on power. It remains to be seen whether he can translate some of his successes into majority government, or whether his failures will drop him into the realms of the other short-term PM's.
