It depends of how you define evil. There are a lot of good people in the world and a lot of not so good folks as well. You should always be cautious; isn't that what you teach your children?

This strategy isn't too dumb, at least from a rhetorical standpoint. Good and evil are easy for anyone to grasp. Who wants evil in the world, anyway?

I'm completely with Genghis on this, though I'd say that what I think the smartest conservatives (like Burke, Hamilton, maybe Churchill on a good day) mean by "evil" isn't really a Calvinist's vice, but a tendency to take advantage of human freedom in selfish ways that can destroy the foundations of that liberty. The "good" conservatives, in my view, seem to think that the liberty given to us by nature is not the same thing as the truer liberty which is made possible only through a politically active citizenry intent on securing a democratic order. Hamilton has some great lines in the first Federalist on the issue of why "the vigor of government is essential to the security of liberty." Some of the so-called conservatives today like Bush have a very narrow idea of liberty -- at its very best, it means only freedom from government interference, at worst it means the mere freedom to shop. That's just to say that conservative elected officials haven't been showing their best face lately.

I don't subscribe to the theory that mankind is basically evil; however, it is an iron clad fact that mankind is basically an animal and has animal tendencies. Study of the near relatives of man, the chimps, gorillas and other hominids, show what man might have once been until civilization, culture, religion and other restraints tamed the beast. Rwanda and other atrocities show that this animal streak is never too far below the surface. To say that mankind is basically evil is too Calvinistic for me. Evil excludes good, so, in essence, mankind could never do a good deed. Common sense and ordinary life experiences prove that this statement is a fallacy.
