Shaka Zulu was the Leader of an Africian Tribe which under his rule, controlled most of Southern Africa. He got 4 Stars because he could not Modernize his people like Tsar Peter the Great to compete in the modern World. He still did an exellent job of using Genghis Khan Type Stratagies, absorbing tribes into his own turn the Zulu tribe from a population of 1,500 to 250, 000 so i give him 4 Stars.

While his military accomplishments and abilities are a little tricky to determine accurately, it appears that he had some skills as a commander and a diplomatist. Through military, diplomatic methods, and a few assassinations, he parlayed his small clan into what was to become one of the most formidable tribal military machines that colonial troops ever encountered, the Zulu.
