Organize the homeless to build their own shelter and grow their own food on city-donated tracts of land at the far outskirts of cities. In exchange for a certain amount of labor every week, they will be housed and fed. There are little external monetary inputs to the system so it may be sustainable. Concrete or adobe blocks for rudimentary shelter are relatively cheap. Situating the collective near city dumps will allow an additional stream of building materials. Recycling and sorting activity from the city landfill will provide some revenue for sundry expenses. Shovels and picks for farming are cheap. Fertilizer from the city waste treatment plant can also be used to augment yield. To convince them to stay on the collective, TV (using repaired discarded sets), alcohol (fermented from grain grown), and cigarettes (from home-grown tobacco) may need to be provided.
